Laptop ConneCT


You can apply for a laptop if you*:

  • Are at least 18 years old
  • Have a valid library card
  • You must also be in one of the following assistance programs:
    • Supplemental Nutrition Assistance Program (SNAP)
    • Connecticut Energy Assistance Program (CEAP)
    • Low-Income Home Energy Assistance Program (LIHEAP)
    • Medicare
    • HUSKY Health (Medicaid/The Children’s Health Insurance Program)

You will be lent a Dell Pro 16 with the Windows operating system. It has a built-in camera for video calls, online classes, doctor appointments, and more. You will also receive a carrying case, power adapter, and charging cable.


Each laptop comes with a 5-year warranty through AGi Protect Plus. If you have issues with your laptop, you can contact the device supplier directly for help with repairs or tech support.

The warranty provides:

  • Unlimited accidental damage repairs
  • 5 years of battery coverage with unlimited replacements
  • Prepaid shipping
  • Expected turnaround time of 3–7 days

Before you get your laptop, you must attend two meetings at your library:

  1. Eligibility & Intake: A meeting with your librarian to check if you qualify.
  2. Skills Training & Device Distribution: A session to learn how to use your laptop & to pick it up.


The Laptop ConneCT Program is administered by the CT Department of Energy and Environmental Protection (DEEP) in partnership with the Connecticut State Library. This program is funded by the American Rescue Plan Act.
